Commercial purpose. Before commitment.
Ambition, meet
a clear strategy.
Expanding across borders is not one decision. It is a sequence of decisions about where to operate, how to prepare and who to engage. We help you make them coherently.
Discuss your mandateWhere to build
Jurisdiction
strategy.
A jurisdiction should serve the business—not the other way around. We compare the UAE, Qatar, Saudi Arabia and other relevant markets against the way you create value.
That means considering customers, ownership, control, capital requirements and the practical dependencies of a real operating presence. Incorporation is an implementation step, not the strategy itself.

Our flagship engagement
Investor
readiness.
A compelling pitch is not the same as an investable proposition. Serious capital conversations test the commercial model, governance, assumptions and evidence behind the story.
We help leadership teams identify and close the gaps before approaching strategic investors, family offices or institutions—so the first conversation is grounded in substance.
Strengthen your propositionThe working outputs
Evidence behind the ambition.
- Investment proposition reviewA clear explanation of the opportunity, capital requirement and use of funds.
- Evidence and readiness gapsA prioritised view of the questions a credible counterparty will ask.
- Data-room prioritiesThe financial, commercial and governance materials to organise first.
- Leadership briefing preparationConsistent messaging, tested assumptions and a clear decision narrative.

pathways.
The right introduction is only valuable when the proposition fits. We help identify the people, institutions and partnership routes relevant to your business and the stage it has reached.
From strategic partnerships to potential investment or acquisition pathways, we bring structure to engagement. The aim is better-aligned conversations—not indiscriminate outreach.

From strategy to establishment
A real presence.
Not just a registration.
Market entry has to work beyond the incorporation documents.
Once the commercial direction is agreed, we help map the route to establishment: the entity and licensing questions, operating dependencies, leadership responsibilities and relationships needed on the ground.
Implementation may require independent legal, tax, migration, banking and regulatory specialists. We help coordinate those workstreams around your commercial priorities. Approvals, accounts and licences remain subject to the relevant authorities and providers.
Scope, responsibilities and deliverables are agreed for each mandate. We do not offer a one-size-fits-all setup package.
Before we begin
Good questions.
Clear answers.
Who is this advisory designed for?
Founders, business owners and leadership teams considering international growth, a new operating structure, strategic partnerships or external capital. Our current focus is Australian and international businesses evaluating the UAE, Qatar and Saudi Arabia.
Do we need to know our target jurisdiction?
No. Selecting the jurisdiction is often part of the work. We begin with your commercial model and objectives, then assess the relevant markets rather than assuming a destination at the outset.
Can you guarantee funding or investor introductions?
No. Capital access depends on the proposition, evidence, counterparty fit and market conditions. Our role is to improve preparation and identify a considered engagement pathway. Funding and transaction outcomes are never guaranteed.
Do you provide legal, tax or regulated financial advice?
OceanMerge provides strategic and commercial advisory. Where a mandate needs legal, tax, regulated financial, migration or other specialist advice, appropriately qualified independent professionals must be engaged.
How does an engagement start?
With a confidential executive briefing about your current structure, strategic objective and the decision in front of you. If there is a fit, the scope, deliverables, responsibilities and fees are agreed before advisory work begins.
Does M&A still form part of your work?
Yes. Buy-side, sell-side and transaction advisory remain part of OceanMerge's expertise. Where an acquisition, strategic investment or exit is the appropriate growth route, it can sit within the wider cross-border strategy.
